4322. Nudity.
No person shall appear nude while in any unit except in authorized areas set aside for that purpose by the Department. The word nude as used herein means unclothed or in such a state of undress as to expose any part of portion of the pubic or anal region or genitalia of any person or any portion of the breast at or below the areola thereof of any female person.

Where Black's Beach got it's name

Black’s Beach, was named after William Black, Sr., the oil millionaire who owned and developed most of the land on the cliffs above the beach. During the 1970s, Black’s Beach enjoyed fleeting notoriety as the first and only public beach in the country on which nudity was legal. Called “a noble experiment” by sun worshipers.

Appropriate behavior at clothing optional beaches

• DON'T GO OUT OF ESTABLISHED NUDE AREAS or wander nude onto a clothed beach or parking lot. Our ability to use the beach nude depends on our staying within the traditional Clothing Optional area. Nudity is only tolerated at San Onofre State Beach south of the wash located about 300 yards south of Lifeguard tower 6.
  
       
• NO OVERT SEXUAL ACTIVITY. NUDE IS NOT LEWD
            However, sexual conduct in any public place is illegal and will not be tolerated at San Onofre State Beach.   
           
• DO NOT PHOTOGRAPH PEOPLE without their permission. No one wants to end up in a stranger's photo album, and certainly not on the Internet. Hidden cameras are especially objectionable. NEVER photograph children without first asking their parents for permission.
           
• RESPECT OTHERS' PRIVACY. Many are at the beach for quiet and relaxing time. Gawkers and pickup artists are not welcome.
           
• If a person seems unaware of beach etiquette, explain it, kindly and  plainly. Their objectionable or ILLEGAL behavior can cost us this beach. It may be helpful to enlist the support of others when confronting these individuals.

Subject:	Clothing Optional Beaches
	No clothing optional beaches will be designated within the California State Park System at this time.  During the public meeting process, it became clear to me that the public is extremely polarized on this issue.  It also became clear that there is a serious concern on the part of clothing optional beach opponents about the extra costs of patrolling beaches so designated. Proponents' arguments that a few miles of beach be set aside for their use were pervasive.  However, serious opposition from legislators, county supervisors and local governing bodies lead me to believe that designating such areas will focus opponents' attention upon what seems to be a victimless crime at worst, and certainly an innocuous action. The cost of extra services argument is a good one.  Therefore, it shall be the policy of the Department that enforcement of nude sunbathing regulations within the State Park System shall be made only upon the complaint of a private citizen.  Citations or arrests shall be made only after attempts are made to elicit voluntary compliance with the regulations.  This policy should free up enforcement people to concentrate on other pressing duties.

Activist Nude-in (San Onofre State Beach)

Want to help us with a nude-in media day at San Onofre State Beach in support of the state reinstating nude recreation there? This photo has inspired us to do an artistic photo/video to show the world how important it is to us to have the right of nude recreation in the state parks, especially San Onofre and Black's Beach.
